Jeff Terai, President

Jeff has over 35 years of experience in the commercial diving industry with project locales in the Gulf of Mexico, Caribbean, South America, North Sea, West Coast, US and Alaska. During his tenure with Ocean Systems, Inc, McDermott Int'l and Martech, Jeff worked in various capacities from tender, diver, to saturation diving superintendent. This provided a wide background that originated in the oil field, then transitioned to public works projects. Jeff oversees all aspects of administrating, marketing and estimating for HOI’s diving operations.

Cliff Center, Marine Construction Supervisor

Cliff has 32 years of experience in civil and marine construction, fifteen of them as a commercial diver in oilfield, salvage, ship repair and dock construction. The past seventeen years Cliff worked as a project manager utilizing his experience in cost estimating, site inspection, contract negotiations, procurement, technical briefings, logistics, safety management, quality control, scheduling, invoicing, etc. Cliff managed worldwide projects in South East Asia, Central America, North America and the Caribbean.

Phil Otalora, Operations Manager

Phil has 29 years of continuous experience in marine construction, offshore oilfield, and submersible work in both the marine construction and marine biology fields. The range of construction, inspection, and maintenance includes: offshore pipeline and platforms construction and inspections, drill rigs, dams and hydro-plants, effluent outfalls, cooling water intakes, etc.

Jon Jeffrey, Manager of Northwest Operations

Jon has been in the Diving and Marine Construction industry for 27 years. His career started in the Gulf of Mexico as a tender and from there advanced to a saturation diver/ hyperbaric welder. Jon's career has taken him to the North Sea, Canada, the Great Lakes and the West Coast. Jon has been a dive supervisor on numerous jobs as well as a construction superintendent. Jon has worked on shipwreck retrieval, pipelines, oilfield, production rigs, dams, outfalls, bridges, and Navy ship repair. Currently Jon estimates & manages projects out of the Spokane Office which services Washington, Oregon, Idaho, Montana & Nevada.

Richard Boyce, Dive Superintendent

Richard has in excess of 32 years of commercial diving experience in the marine construction and offshore oilfield industries. He is a key member to the HOI team who performs a variety of roles from estimator, diver, rack operator, ROV pilot, to dive superintendent. With the depth of his background, Richard has innate abilities to develop ways and means to solve problems.

Mike Shea, Diving & Construction Supervisor

Mike has worked continuously in the commercial diving industry for 27 yrs. including 2 years as a diving instructor at Divers Institute of Technology. Mike began his career in the Gulf of Mexico on pipe lay barges drilling ships in the Arctic. The last 20 yrs. have been spent working on the Dams & Bridges of the Pacific N.W. Projects include State bridge inspections, fish by-pass construction and all phases of Dam maintenance & repair.

Matt Oliver, Manager of Southwest Operations

Matt has been in the commercial diving industry for fifteen years on various jobs both inland and offshore. His career has taken him to projects in Central America, the Gulf of Mexico and the West Coast. Matt has been involved in numerous bridge earthquake retrofit jobs, "new build" bridge projects, power plants, dam inspection/repairs, outfall projects, ships husbandry, oilfield operations and has operated numerous vessels as captain and engineer. Matt is currently estimating and managing projects out of the Ventura office.
